A national survey for Prader-Willi Syndrome could find a place for publication in a decent journal. Thinking about developing countries' national survey, who will care about what is happening. The result is of no use for anywhere in the world. What will make the paper interesting seems not to be the epidemiology part. Unless their own population care about what is going on. Why will we have such research going on? Will I be able to find anything to work on? Poor me!!!
